- Encourage research and development in critical areas such as agro-processing and small scale manufacturing
- Offering technical assistance to small producers by facilitating and strengthening techniques in packaging, labeling and quality control.
- Co-ordinate activities relating to the development of the Small and Medium Enterprise Sector.
